Pre-planning:- Mundic Survey £468, Asbestos Management Survey £390. Flood risk assessment £1056, Barn & Owl Survey £274.20. Planning Application Fee £486. Architect plans £2350
Post planning approval:- SAP Assessment £225, Architect Building Regulations £1950. Disconnection of electric & temporary supply £907.82 & disconnection of gas £533. To be paid: Building Control £732, Asbestos removal £4344. Demolition £8565. Chartered surveyor £1800. Awaiting quote from structural engineer
The Community Infrastructure Levy came into force in April. First you have to accept liability for the levy then request an exemption. Cornwall Council have approved our request for exemption from the CIL fee. We qualify for this because it’s classed as a self-build and we plan to live in the property. There is a process we have to follow to fulfil the criteria but if we do, we’ve saved ourselves over £11000: –
We have to submit a commencement notice (Form 6) – we can do this once we have a start date. We need to get an acknowledgement receipt before we can start. Within 6 months of completion, we have to send in supporting information via Form 7 part 2. The supporting information is just one of the following:-
A VAT receipt for self-build. I don’t think we claim the VAT back as the builder does this so I don’t this this will be possible, a Specialist Self-Build Warranty, or an approved self-build mortgage.
The other condition is that we have to reside in the property for 3 years.
The Coronavirus lockdown has obviously brought progress to a halt but as restrictions are lifting, we are able to get some things done.
The electric & gas is being disconnected next week. The electrician has installed the meter box for the temporary electric supply. it cost £907 for Western Power to make the alterations to the electric meter (plus Electrician’s costs) & £533 for Wales & West to disconnect the gas supply including excavating & reinstating all trench work. It’s our responsibility to inform the utility company of this change.
The existing bungalow has asbestos. We had to have an Asbestos Management Survey. This cost £390. The asbestos is low risk but needs to be removed by a specialist. This work is being carried out week commencing 15/6/20 £3620 + VAT
The bungalow is being demolished week beginning 5/7/20. The cost is £8565.

Now we need to apply for building regulations approval & get the services disconnected. Our Architect is finishing off a few jobs for other clients then he can make a start.
It’s inevitable that there will be delays due to COVID-19 but I have accepted the quote from Western Power to disconnect the electric from the bungalow & set up a temporary supply for the build. The cost is £908.00. I have also accepted the quote from Wales & West to disconnect the gas which cost £533.00.
We are waiting for the Environment Agency to respond to our planning application. They previously objected due to flooding risk & since then we have made the necessary adjustments to the plans.
Hayle Town Planners met on Thursday evening. Hopefully we won’t have to wait much longer for a decision from Cornwall Council 🤞
